Missing Anthro and RCAT layer metadata #993

The anthro report is missing metadata for two layers. Please add, including the necessary headers on the Gatsby site.

Unfortunately are some for hydro as well (note that I am in the process of publishing web pages for the hydro model on the tools web site. They didn't already exist.)
