I think it causing by high fps. I try to turn on the v-sync (60fps) in my modpack then cloud moving is normalize.
tick and render is different thread. when render speed no fit to tick, cloud moving will be unstable. deeply: the cloud moving offset add up per tick, it's catch frame duration as value. if render too slow, frame duration is very high and let the offset add up too fast.
it's no about modpack.

This issue doesn't appear in develop environment or simply modpack.
Because there is too many mod in my modpack, I can't figure it out in a short term.

Btw, SFCR cannot get properly cloud height which should be set by sodium-extra when SFCR run with this pack. (So I've remove sodium-extra compat in 1.7.1)
