DO_CHANGE_SPEED in Mission Planner, speed and throttle switched #531

What steps will reproduce the problem?
1. Add DO_CHANGE_SPEED command to mission within mission planner (Fixed Wing)
2. Set the desired throttle and speed in columns 2 and 3
3. Click Write WPs
4. Go fly!

What is the expected output? What do you see instead?
The command works, but the throttle and speed are the wrong way around. The 
throttle value entered sets the speed and vice versa.

What version of the product are you using? On what operating system?
1.1.42 on Windows 7 with APM 2.8

Please provide any additional information below.

Here it says "speed" and then "throttle"... What has been changed in the fix ?
