Wonky High Value Bounties - appearing both in the Bounty Board and spawning in space #45

What did you expect to happen?

HVBs appearing in the Bounty Board intel item as jobs that can be accepted.

What actually happened?

Certain HVBs spawn in space with their own intel entries, and also have job entries in the Bounty Board for totally different locations, sometimes more than one. Notables include Corvid Crowe, Gal Paladin, and Leos Klein, but others also.

Steps to Reproduce:

  1. Waiting until HVBs appear. Probably will get several in the first cycle.

mmm, this is most likely (maybe?) due to both MagicLib's bounties and VayraBounties being active. they step on each toes a bit but work fine together otherwise. But since those are Vayra Unique bounties from the VayraUniqueBountyManager aka high-value bounties... I dunno. can be taken a look at once there's nothing else to be worked on.
