Basic webhook working #22

Some othr changes rolled up:

Split Event.Action out into it's own file.
Added a JSON presenter for release events.
Added Chart and env var configs for webhooks.

[x] Get a basic JSON webhook working with configs
[x] Add basic authentication
[x] Update the readme with instructions on how to use this
[x] Update the configuration list
[x] Bump the version number and release
