Instead of switching to another window it acts as a simple `, outputting ``.
This doesn't happen in Brave or Firefox on the same machine, so could be a Safari bug, but I never bumped into this on other websites, using multiple windows and Cmd-` switching a lot.
This only happens when the cursor is blinking in the main editing area. If you click on the sidebar, Cmd-` is not intercepted until you start editing again.
To Reproduce
Open Roam in Safari
Open a second Safari window with another website
Make sure Cmd-` switches from the other website window to the Roam window
Start editing in Roam, try Cmd-` to switch to the other window
