Block deletions are not synced #663

Describe the bug

Blocks that had been deleted on a device still appear on other devices (Roam are completed server-synced - the dots are all blue).

To Reproduce

Steps to reproduce the behavior:

  1. Create some blocks on a page
  2. Delete some of those
  3. Check the same page on another device

(This is a flaky issue, but I see it occurs frequently)
