Safari only: cannot use mouse to move bottom page blocks around in right sidebar #688

Describe the bug

Safari only problem:

  1. It is not possible to use the mouse to drag blocks around across the right sidebar or from it. In fact, these blocks are not "draggable", they cannot be even "taken". There is always an "issue starting position" – blocks below are not draggable, blocks above are draggable.

    • The occurrence is "always" when trying to use drag/drop (especially on the bottom of the sidebar). It does not depend on the position of the block in the page structure itself, but on the position of the block in the visible part of the viewport of the sidebar (browser)! Sometimes the "issue start position" is not at the bottom but much higher, sometimes the whole sidebar is not draggable.
  2. Vice versa: it is usually not possible to drop blocks (dragged from anywhere) to bottom part of the right sidebar. Sometimes it works and you can drop the content somewhere between blocks but other blocks does not respond to the dropping event (the horizontal placeholder line to show where you are dropping the content is missing for some inter-block spaces)

    • The occurrence is "mostly" when trying to use drag/drop sth somewhere into the structure in the sidebar, usually in the bottom part of the sidebar, but again: the "issue start position" is variable.

To Reproduce

Steps to reproduce the behavior:

  1. Open the sidebar in Safari.
  2. Drag any block from left side (from opened page) to the sidebar – try to put it somewhere at the bottom of the browser window.

Or: 2a. Try to rearrange the content of the right sidebar. Start from bottom.
