Cookies not visible if there is no tab for the cookie store #11

E.g. it is not possible to manage the cookie store for a container tab if there is no tab in that container tab context.

E.g. it is not possible to manage the default cookie store if the only open windows are private browsing windows.

Note: As a work-around, open a (blank) tab for the given container tab (or default tab) if you want to edit cookies for that container tab (or default tab).
