potential additional regions to be added:

Local Authorities
DNO licence areas
GDN licence areas (Gas distribution networks / LDZ areas)
Countries
Electricity Transmission Licence areas
Whole GB option

Needs polygons and splits from GSP to each geography.

The splits will look like the existing splits for GSPs e.g. https://github.com/open-innovations/regional-fes/blob/main/2021-FES/data/gridsupplypoints2nuts1.json
