Add German Simon and DotT (identify by non-audio files)

This MR adds the German versions of Simon and DotT to the database without relying on the original audio files being present (which can be compressed by the ScummVM tools) as discussed via https://github.com/libretro/libretro-database/issues/1351.

I used the entries from here as starting point but ultimately used the default IDs from ScummVM (tentacle-de instead of tentacle-1).
