Parsing updates

Running an update with these modifications results in following changes to database: no-intro/redump:

• some new regions are recognized (Brazil, Hong Kong, Mexico)
• some release dates are added for beta/proto releases, since those are the only ones that seem to carry the date indication in the source tosec:
• release dates are recognized, including the ones with month/day
• longer disk indexes are now shortened correctly (PC-98 had some 10+ disk collections)
• region is added
