Freezer beam goes through very thin terrain vertically #966

What steps will reproduce the problem?
1. Find some place where the terrain is really thin (it must be thinner than a 
construction aka girder!)
2. Get your hedgehog stand on this terrain
3. Select the freezer
4. Aim straight down
5. Fire the freezer

What is the expected output? What do you see instead?
I expect the freezer beam to freeze the floor the hedgehog is standing on, but 
instead the freezing beam goes right through it and freezes whatever is below 
the platform.

What version of the product are you using? On what operating system?
r6e866be63b1d on GNU/Linux.

Please provide any additional information below.
You can create thin terrain artificially by building a horizontal girder and 
then usung the blowtorch to melt away the upper part.
Alternatively, you can use the theme Geo_v1 by Luelle (you find it in DLC, "22 
Themes by Luelle"). The land girders here are thin enough for testing (this is 
also where the bug was initially spotted).
