[FEATURE] Recall Roster Generator

Feature: Recall Roster Generator As an administrator

I want be able to create and edit a recall roster

So that I can efficiently gather and organize personnel information for recall purposes

Acceptance Criteria

Scenario: Creating Recall Roster

Given that I am a SquadDeck administrator
- And I want to create a recall roster
When I navigate to the "Create New Recall Roster" option in the admin panel
Then I should be able to create a recall roster using registered members with personal information.
- And have the option to organize and edit members

Scenario: Editing Recall Roster

Given that I am a SquadDeck administrator
- And I want to update a member that is deployed/TDY/etc.
When I navigate to the "Update Recall Roster" option in the admin panel
Then I should see an option to edit the status of a member
- And the recall roster will update with their status and will temporarily disable/hide them from the recall roster
