V3.11.x wandboard: add rfkill, enable BT #9

Hi Robert,

I've ported my wand-rflill driver (one small fix in .c + separated pathes for dts). Now wifi-bt works fine after every reboot.

For BT working you'l need firmware and uploader program (from wandboard.org bsp). In ubuntu rootfs i modify boards_tweak upstart job: https://gist.github.com/vooon/6247347

This looks good for v3.11.x, I know eventually the gpio-reset stuff looks like it'll hit v3.13.x, so it's a good temp solution.
