add neo-sirius board and bug fixes #37

These commits add neo-sirius board to current 3.8 kernel version.

To do this board works properly, I also need to fix minor problems in bone-iio-helper, tps65217 backlight and I have to backport important patches for serial line communication. In detail, baudrate initialization fails at 1M speed due to a bug loading baudrate registers. 1M baud initialization becames around 1230xxx baud real speed. At last I also added a touchscreen module for the Microchip AR1xxx family driver.
