[x] count how often tag is used
[ ] ~~Show only tags with at least X usage~~
[ ] ~~show exactly this tags "x,y,z"~~
[x] show top X used tags

consider case-sensitive VS insensitive (maybe Option in ACP if tagcloud should be case-sensitive?)

I will not implement "show only tags with at least X usage" because I think it's not useful. And I won't implement "show exactly this tags.." because this can easily be done adding another extension which simply adds links in the index-footer.
