RAMP : substage_index bug #50

With Neutralizer Heating Test seqeunce

Ramp function does not triggered in sequence

Ramp function is triggered succesfully within sequence 3 "Heater Ramp Test"

However after completion of ramp substage_index =1

substage_index should be returned to 0 after execution of ramp !!!

Find bug and fix
