Get Azure VM working #69

This must be used instead of a web service as the socket connection needs to be listening on another port besides 80 and 443.

VM is created, but it needs to have some Service Principal stuff setup so that Jenkins can autodeploy to it. This one will be closed and all further progress will be tracked under #68
