the new outlaw magicans from 1.13

with small adjustments for 1.12, namely:

• use the {LEADERSHIPLEVEL?} macro. This works in 1.12, and on 1.13 it's internally replaced by {LEADERSHIP}, like with inspire in PR #8
• use {MAGENTA_IS_THE_TEAMCOLOR} In 1.13, it's just an macro with no content.

I followed the upstream change of the images directory from outlaws to human-outlaws.

I didn't play liberty, but I think we can use this image as portrait for the whole line.
