peculiar error on submission to CRAN #25

Submitted to CRAN and received (inter alia) this:

Flavor: r-devel-windows-ix86+x86_64
Check: package dependencies, Result: ERROR
  Package required and available but unsuitable version: 'partitions'

  See section 'The DESCRIPTION file' in the 'Writing R Extensions'
  manual.

Not sure what is going on here. The dependency is partitions (>= 1.9-17) in the DESCRIPTION file and the installed version on CRAN is partitions 1.9-22.

There is also 

 Found the following (possibly) invalid URLs:
    URL: http://www.rdocumentation.org/packages/permutations (moved to https://www.rdocumentation.org/packages/permutations)
      From: README.md

but this is sorted out in commit #b588dbc

...and asked that I correct the URL issue too.
