Simulate trip origin data based on output areas #3

Modify input-data\towns\monmouth\trip-origin-zones.csv to contain output area codes and trip counts from simulated data.

Output area shapes can be found in input-data\all-zone-polys.shp

Trip destination can be found in input-data\towns\monmouth\destinations.shp

Up to you Robin whether we do this once for the Monmouth example, or whether you want to include simulation of trip data from any set of zones. If the latter, the generation process needs plumbing into the Makefile, and the trip-origin-zones.csv file would then belong in intermediate-data-scratch\towns(wherever) rather than input-data.

I think this has been done already in the paper but it seems like a long time ago. Apologies. One to talk about next week?

I remember seeing something but not sure it was in the format of input-data\towns\monmouth\trip-origin-zones.csv
