I'm getting some odd behavior with the outlines, there are double outlines when overlapping and sometimes the lines do not generate correctly. They also do not show up on hard edges like on the square in the image. There is a stencil shader that I was using for testing which shows the red objects through a plane using that shader, but I don't expect the outline to work on there but I was using it for testing.
I've also attached my URP settings. I've played around with the settings a bit but could not find why I wasn't getting the expected outline behavior.
