[Feat]: Public events & public forms

Allows users to share events with the world (or specific other teams). Users could:

• Follow the events of other teams.
• Help scout events for other teams (with permission)
• Fork events from other teams
• Fork forms

We should come up with FRC number verification as well to display a verified checkmark.
