[BUG] System is gone in 1.3.6 #23

System dropdown is missing in 1.3.6. Initial investigation leads me to believe this is because of our Access control mods from 1.3.3

I got the system dropdown by reverting system.js back to it's original form. Unfortunately this also kills Access controls. I will have to re-add in the access controls mod we did.

System is fine, I just had to include the user view model into the injected view models.
