Teams might not be allowed to touch the ball in dropped ball #265

During the game mrlhsl vs 01rfcberlin, a dropped ball occurred, afterwards, the referee systematically penalized the robots that touched the ball with messages such as:

[1192.378|0383.944] Info: Non-kicking blue player 3 touched ball not in play. Ball was touched by wrong team.

This bug apparently reappeared in K-RR-A7, this will need to be investigated.
