Create basic navigation menu #16

Having a menu for searching, adding, and possibly common queries not available through the web interface (ie. Low quantities, flagged errors, etc.).

So the current navigation bar is pretty jacked up on any mobile device's small screen. I'll be working on making it migrate better across screen sizes.

Use the bootstrap Grid.

Implemented, but there is a graphical glitch with the tabs.

fixed glitch on server side. js may need to be used if problems arise. but going ahead and closing this one.
