Expand allowed chars given input sanitation

Increase variety of chars allowed to be entered in the add parts page given that the backend now sanitizes all inputs

I went ahead and added single quotes, which allows for contractions. I'm going to leave this open until we can actually get a better list

putting on Phase 2 milestone since this is something that solves itself (in a way) over time.

Here's some thing I've noticed while using the inventory system over the past few weeks.

URL input should be checked for a single URL. There was a case where someone added 2 URLs for a part that was separated by a semicolon ;.
Part Number characters to allow:
- Period .
- Space (this one threw me off, but we do have part numbers with spaces in them)
- Forward Slash /
- Back Slash \ (adding this too since the forward slash has caused problems)
