Description

This PR does the following:

Adds installation instructions for a mounted NoVNC desktop environment
Adds a script to automate setting up the NoVNC environment
Removes old Dockerfiles and legacy installation methods

Testing Steps (if relevant)

Follow the new installation instructions (linked on the README.md of the branch)

Expectation: No errors creating the container or building in the container
