Description

This PR does the following:

Adds instructions to refactor local code directories and download the drone repository for members who already have the rover code
Changes the order of install instructions for new members
Makes new members create directories for both the rover and drone project
Adds drone install instructions for new members
Adds a recap for new members to ensure they have downloaded and set up everything correctly

Testing Steps

New Members

Navigate to install instructions
Follow the install instructions

Expectation: Both the rover and drone build successfully after being downloaded.

Existing members

Navigate to drone_install_upgrade.md
Follow the install instructions

Expectations: The rover builds successfully after a directory change and the drone builds successfully after being downloaded.
