feat: fine-tune #1 新增讀取jsonl後做data preparation的well-form檢閱 #8

  1. 將JsonL的檔案交給openai提供的工具File.create與File.retrieve做資料驗證 (模組一: validateJsonlFile)
  2. 取得上傳檔案的狀態，確認是否已驗證完成 (模組二: getFileStatus)
