Build failure when building with colcon for ROS2 Galactic on Nvidia Jetson AGX Xavier #107

When building for ROS2 Galactic on an Nvidia Jetson AGX Xavier using colcon i get this error:

compilation terminated.

ROS2 and pcl_conversions are built from source on the Jetson. It seems like the dependency can't be found when not being installed via apt-get.
