Seems like it is looking for packages that we previously built but are now not available anymore: https://github.com/ros-planning/moveit2/pull/922

Given that there seems to be a bug in boa which prevents this from running in Github CI I am merging to see if it builds successfully on Azure. Investigating the CI problem seperately.
