Update libyaml_vendor patch to use system libyaml #79

This should fix https://github.com/RoboStack/ros-galactic/issues/70 by updating the patch proposed in https://github.com/ros2/libyaml_vendor/pull/45, however the last bit is to ensure that yaml is inserted as dependency of libyaml_vendor.

Btw we already have the dependency on yaml :)
