feat: desktop rebuild and add ament_cmake_catch2 #114

Rebuild desktop to update package versions. Specifically would like to get bug fixes included in recent release of the rcl layers https://github.com/ros2/ros2/issues/1253

Also add ament_cmake_catch2 - local build on windows works without issues
