As the macos build is failing due to the ackermann steering patch, that anyhow is only useful on Windows, I just renamed ros-humble-ackermann-steering-controller.patch to ros-humble-ackermann-steering-controller.win.patch so that it is just used on Windows.

Other patches were giving error, so I also modified a bunch of other Windows-specific patches.
