This PR modifies the Windows moveit-ros-planning patch to edit moveit-ros/planning/CMakeLists.txt in order to to install moveit_cpp.dll on Windows noetic

Thanks a lot for your contribution! Note that unfortunately our CI is currently broken so the package won’t get uploaded. We’re working on a fix.
