Add patches to install .dll libraries in <prefix>/bin

Backport unreleased or unmerged patches:

• https://github.com/ros-planning/srdfdom/pull/119

To actually be effective, after the PR merge is required to rebuild the following packages:

• ros-noetic-srdfdom (required to fix https://github.com/RoboStack/ros-noetic/issues/374)
• ros-noetic-resource-retriever (required to fix https://github.com/RoboStack/ros-noetic/issues/374)
• ros-noetic-tf-conversions (just a nice to have)
• ros-noetic-kdl-conversions (just a nice to have)
• ros-noetic-eigen-conversions (just a nice to have)
