I wonder if we still, in addition, should add your previous proposal of adding them in addition to gazebo dependencies.

Done in https://github.com/RoboStack/ros-noetic/pull/464/commits/49b309b4d63e1fbbea47e46f5a14d7c9f9172cd1 . I am not sure which file we actually use, so I modified both.
