Remove the buttons for adding rules for primary / secondary / both.
Instead of these 3 just have 2 buttons: "+ Pravidlo" (blue) and "+ Složité/Komplexní pravidlo" (gray).
Simple rule would enable only adding ONE condition and no exceptions.
Complex rule would enable more conditions and specifying exceptions.
Primary / secondary / both will be replaced by radio buttons INSIDE the modal (maybe dropdown) - there will also need to be warning when switching the marketplace would lead to some already added conditions to be removed.
Write a wiki / FAQ page explaining the solution to common problem of "too restrictive rules" and link to it from the "Complex rules" modal.
