GTeX source data file not being downloaded #254

I am getting a 403 error for downloading the data file at https://storage.googleapis.com/gtex_analysis_v8/single_tissue_qtl_data/GTEx_Analysis_v8_eQTL.tar

This error occurs at the get_data() stage of parsing.
