list and refresh all open rooms allow to create a new room allow private rooms

Lots of changes as part of the mega-push on persistence. It should make the room management a bit easier (hopefully..)

this corresponds to the implementation of the "Start Lobby" and "End Lobby" states as defined by Room Lifecycle (plus some work on the home page too)
