Additional Invisible Reefs

Describe the bug It is like the invisible reefs from before, but I think it happens because of river's waterfall.

To Reproduce Steps to reproduce the behavior:

1. Go to Map Editor
2. Make a river going straight into the ocean
3. Place reef where waterfall is
4. See error, no reef ;(

Expected behavior Reef could be placed under waterfall and still be seen.

Screenshots Reefs are very sneaky. The hidden reefs make Jugger cry, but he is robot, so no tears.

This isn't a coding issue. The waterfall sprites simply overlap the whole reaf sprite. Changing the sprites would solve it
