use libs in project folder #343

Stino won't pickup libs in libraries folder next to .ino file (at least @ win64)

With this change it does. But it not sure this is a proper fix for the problem

Stino2017 will search the whole project folder to find the libs, and the old version of stino will not be updated. So this PR can be closed. Thank a lot.
