Integrate webServer #14

WebServer is being developed offline in a different repo. Once all is functional it should be moved to this repo and tested on RIO hardware.

Among the changes needed will be some path updates for unix-based pathing. Additionally, some sample files for the build.xml updates needed to properly deploy the web server should be added. A readme specific to webServer setup would also be helpful.

Note, some of the files and libraries are already copied into this repo. They will need to be updated along with all other changes.

Tested full content set on 2016 robot. As functional as it's gonna get for now!
