Promote `jupyter_widgets_examples` to a tutorial #14980

The ability to inspect a urdf graphically with sliders from a jupyter notebook is super useful. But this example is effectively undiscoverable where it is.

Probably should include this one, too.

Related: we now also have the ability to add sliders to meshcat (c++), and I have been using them exclusively on instead of jupyter widgets in github.com/RussTedrake/manipulation . (see, for example, the notebook associated with https://manipulation.csail.mit.edu/intro.html .
