What happened?

There were two recent instances in linux-jammy-gcc-bazel-nightly-coverage:

  1. https://drake-jenkins.csail.mit.edu/view/Nightly%20Production/job/linux-jammy-gcc-bazel-nightly-coverage/212/consoleFull
  2. https://drake-jenkins.csail.mit.edu/view/Nightly%20Production/job/linux-jammy-gcc-bazel-nightly-coverage/205/consoleFull

Example error message:

//planning/trajectory_optimization:gcs_trajectory_optimization_test     TIMEOUT in 1 out of 8 in 600.0s

  Stats over 8 runs: max = 600.0s, min = 415.2s, avg = 497.6s, dev = 61.2s

Per buildcopyplaybook, we immediately closing flakes on their first occurrence. Only if it remains a problem will we reopen and dig in.
