[setup] Prune some unused macOS dependencies #21454

No need to tap 'robotlocomotion' anymore. Switch 'cmake' to a source prereq. Drop unused 'xz' (vestigial from VTK). Drop unused 'yaml-cpp' (now built from source). Drop unused 'zeromq' (vestigial from meshcat).
