[doc] Add reminder for build cops to check the build queue status #21614

Update the build cop instructions to remind build cops to check for instances like last week's Mac issues (https://drakedevelopers.slack.com/archives/C270MN28G/p1718890006571899). A weekly reminder has also been created in Slack on the #buildcop channel.
