OARPs and challenge pages to be simplified on public website #16

As it is the proteus website is presenting far too many information on the challenge and OARPs. There must be no sub pages for the OARP and only redirecctions to the portal. This subjecct is linked to the capability for the portal to maanage "Events"

for closed OARP, deletion of "challenge progress" tabs + review of first page to be done (presentation of OARP status and continuation of existence).
